The hair is borrowed from a toon char, so it looks quite toony already. The texture I made my self for another occasion some time ago. It didn't turn out too realistic, so it works here
The lips are not textured. Simply plain material color with a lot of gloss.
The makeup is simple color applied by stacked Blender nodes and masks.
The lighting is a basic two light setup I'm using for 99% of my renders

The hair texture is a nice toon tone , it reminds me of (other than Jessica Rabbit) AikoToon's hair as well. ( I'm wondering now - other than 'tone' - is one of the biggest difference-makers in making hair 'toonish', to eliminate transparency maps?)

Yes, that seems like it, simply the shapes (as realism is too detailed). This render is a nice balance between the two.
