Something in support of a resolution in the U.S. Congress that would prohibit any U.S. president from launching a nuclear first strike. I wanted to use Posette for the opening frames but couldn't get the effect I was looking for, so I used P7 Sydney instead, couldn't get it with her either, but used her anyway so I wouldn't waste any more time.
It's on facebook instead of youtube so as to avoid the former's fanatic flagging and silencing of audio content. If you're not logged onto facebook, you can remove the log-on box by clicking where it it says "not right now" at the bottom.

Uh, I take it you mean 'full football' rather than a one-off tactical attack, as there are totally-dire contingencies such as bio outbreaks where a nuke is the only practicable fix...
