Is this true? So a base texture for H3 would work on S3?

Yes, so long as they are the same unimesh generation.

So "The Girl", though popularly advertised amongst the Generation 3 figures, cannot share their textures as she is a different mesh.  From memory there was a version of "The Girl", that can share their textures but she's then not compatible with her own.
